According to the U.S. Department of Education, “Title I, Part A of the Elementary and Secondary Education Act (ESEA), as amended, provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards. Federal funds are currently allocated through four statutory formulas that are based primarily on census poverty estimates and the cost of education in each state.”

The purposes of the Title II, Part A-Teacher and Principal Training and Recruiting Fund Program are to increase student achievement through intensive, sustained, and high quality teacher and principal professional development; to increase the recruitment and retention of highly qualified teachers in classrooms and highly qualified principal and assistant principals in schools; and to ensure that highly qualified and experienced teachers are equitably distributed to high poverty and minority students buildings, classrooms and districts across NYS.

The purpose of Title III is to help ensure that English Language Learners (ELLs) attain English language proficiency and meet state academic standards.

Title IV is part of the Every Student Succeeds Act of 2015. Funds can be used to improve student’s academic achievement by providing supports and services that give all students access to a well-rounded education, improve school conditions for student learning, an/or improve the use of technology in order to improve the academic achievement and digital literacy of all students.
